The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are released from multiple capitals. Immense energy is expended on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from enemy soil, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into grim resignation: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a drone close by, part of a rapid response unit – most likely imported technology. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its destination.

Periodically, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, damage and heating outages in multiple buildings as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's vital need on international aid – a reliance that regional partners are demonstrably unable to replace in the near term.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This cycle will, certainly, persist.

Tactical Assessments

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is impossible to force Russia to surrender the land that it presently holds in Ukraine's occupied territories.

The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not shift further in its favour in the coming year.

Divergent Views

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but preventing a total frontline collapse until circumstances change in its advantage.

Existing Situation

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
